Stupid PS2 will not load

Everytime I turn on the PS2 it freezes, it will not load no matter what I do. I have tried everything but nothing has worked, all it does is freeze at either the main screen or before the console loads. The game loading is out of the question because i can not even get that far when i turn it on, any suggestions?

if there are no disks in the drive, does it allow you to go into the config and the browser?
