Hopefully something on the board isn't blown. Try re-seating the cables. Try it without tightening the screws (or putting in any) to see if something is being pinched. Try changing the buttons (the little board with the power/reset/eject). Hopefully one of those will work.

The disk maybe damaged. The lens of your PS2 may be damaged. If you can play other games then it's just the disk damaged. Hopefully it's just a fuse that may be in the power supply. Or at the worst, maybe it's the power supply. Have someome with a multimeter check it and see if power is going to the power supply, as well as check if anything on the power supply may be blown. Hope the NFO helps.

Games do have PAL/NTSC formatting. Have you tried any other US games in the console? And you said that movies play ok? Try a PAL movie in there and see if you get the same thing. Same thing happened to me when I tried to play the UK version of APE ESCAPE in my PS1. Hope the NFO helps.
