Hello Karie and welcome to the forum.
There could be many reasons to why your CD tray does not open. Is there a disk jammed inside? Did some of the internal components brake?
What worked me was to take the PS2 apart. I then found that the CD tray had jumped of track due to the PS2 being dropped.
It was then a matter of re-adjusting the CD tray and put everything back together.
Now. I am quite comfortable with taking apart electronic gadgets. If you are not comfortable with this you have to take the ps2 to service.
Or else you can inflict more damage while trying to fix it.
